The US has circulated a draft UN Security Council resolution to Turkey and several Arab countries in support of President Donald Trump’s Gaza peace plan, which includes creating an international security force to oversee the ceasefire, Washington’s mission to the UN said on Wednesday.
US Ambassador Mike Waltz shared the draft with the 10 elected members of the Security Council as well as Egypt, Qatar, the United Arab Emirates, Saudi Arabia and Turkey, the US mission said in a statement. No date has been set for a vote.
The resolution “welcomes the Board of Peace,” a transitional governing body for Gaza envisioned in Trump’s 20-point peace framework and “authorizes the International Stabilization Force” (ISF) outlined in the plan.
Diplomatic sources told Agence France-Presse that several countries have expressed readiness to contribute troops to the ISF but insist that any deployment must first be approved by a UN Security Council mandate.
“Under President Trump’s bold leadership, the United States will again deliver results at the UN — not endless talk,” the US spokesperson said.
The planned multinational force was part of the October 10 ceasefire agreement between Israel and Hamas.
Under the proposal troops, primarily from Arab and Muslim-majority nations, would deploy to Gaza as Israeli forces withdraw.
Turkey has repeatedly said it is ready to contribute troops to an international stabilization force for Gaza, but Israel has publicly opposed any Turkish military role.
Israeli Foreign Minister Gideon Saar said on October 27 that Israel would not accept Turkish armed forces in Gaza under the US plan, a position echoed in subsequent briefings and wire reports.
Ankara previously said participation decisions will come only after a UN Security Council framework is agreed, while regional meetings hosted by Turkey have discussed troop contributions by Arab and Muslim states.
Analysts note that Israel’s objection has made Turkey’s inclusion unlikely.
“The parties have seized this historic opportunity to finally end decades of bloodshed and make the president’s vision of lasting peace in the Middle East a reality,” the US mission said.
