Turkish intel service to buy consultancy services

A government decree published in the Official Gazette on Friday allows Turkey’s National Intelligence Organization (MİT) to contract out for consultancy services.

Focusing on the new decree, Çiğdem Toker said in her column in Cumhuriyet on Sunday that the government move contains clues of a new investment in and restructuring of MİT.

“The content is of course not clear. But we can say that it will pave the way for MİT to bid for whatever products and services it needs as the sole decision maker,” said Toker, underlining that “services” is new addition in bidding laws concerning MİT.

Underlining revisions to 26 related laws by means of the new decree, Toker pointed out two major changes: From now on MİT can buy consultancy services, and can pay up to 30 percent in advance to the companies.

Toker also highlighted that that the changes came in the final days of a controversial constitutional reform package that would give executive presidential powers to President Recep Tayyip Erdoğan.
